In Quicken for Windows, you may find your menu bar missing, a drop-down item missing, or the Menu seems doubled or superimposed.

You might also find Quicken menu fonts are too large or change. This is cause by modifying the user settings on Windows under Window Color and Appearance options.

This issue is usually from settings outside Quicken where scaling on for High DPI has been set.  DPI is dots (pixels) per inch.  Images and fonts become smaller the higher your resolution becomes. Windows lets you use scaling to increase the size of text and other items on the screen for easier visibility.  Windows magnifies the size of text and UI elements to the scale you choose.

Before you troubleshoot outside the program, look under the View menu (if you see it) and verify Use Large Font is unchecked.  If it's checked, uncheck it and see if the problem goes away.  If it doesn't, let's move on.
